Add info about metadata handling to --help-format

Description

Some formats handle metadata (comments/ID3 tags) and some don't;
it would be useful for --help-format to report whether a format does
and maybe which comments SoX handles, if not all.

Analysis

This probably means adding a new flag to each format handler's flags field
(the SOX_FILE_* defines) of which 21 bits are still unused. See #603
