Decode G.721 in WAV format

Description

src/g721.c has a g721_decoder() function which is used by src/au.c
but src/wav.c has

    case WAVE_FORMAT_G721_ADPCM:
        return wavfail(ft, "G.721 ADPCM");

so it should be relatively easy to use the G.721 decoder there also.
