Write G.721 encoding

Description

When SoX writes -e gsm-full-rate it encodes to G.610 format
but there is also an unused function g721_encoder().

Analysis

The related g721_decoder() function is used in src/au.c.

src/wav.c should also be able to use this as it has WAVE_FORMAT_G721_ADPCM
though it does not even decode that at present (issue #599).

au.c also uses g723_{24,40}_decoder() and there are the respective
_encoder() functions, also unused, and WAVE_FORMAT_G723_ADPCM
also exists (see #600) so that should be possible too.
